Carrie has experience on “all sides of the table”, working as a state regulator, an environmental engineer for a manufacturing facility and a project engineer for a consulting firm. She joined the EMAP program in 2014 and was part of the team awarded the EPA Administrator’s Award for Outstanding Accomplishments in Providing Technical Assistance to the Small Business Community. Blandine received a Master’s Degree in Economics, majoring in International Business, from the International School of Business and Management of Lille in France. She researched and completed her Master’s thesis as a grad student in the Border Studies Department of the University of Texas at El Paso . During her studies, she was also a Research Assistant at UTEP’s Center for Institutional Evaluation, Research & Planning.

Sometimes banks ask small business owners to use personal property such as a home or retirement savings as collateral as well. The risks involved are too great for many owners to stomach, which is why more are turning to innovative new alternative financing solutions like invoice factoring, which advances funds you’ve already earned rather than creating new debt. We do have some limited grant funding for businesses in several targeted programs. For businesses, we have matching grants to help small businesses export goods to markets outside Oregon. For communities, we have more grant funding available through the programs below, but they can fund many projects such as wastewater systems, brownfield redevelopment, or rural entrepreneurial centers.
